Sorry I didn't see this post until now.
Open the C:\ drive of the machine and see if you have one of the following entries:

Search for the following string on the hard drive of the machine as well as through the registry, if found, delete it. Somewhere on the machine there is an orphaned GUID value that is preventing your reinstallation:
This is the initial value of the ACT! 2006 Standard edition product GUID.

now it does proceed into install shield but once it comes to stage of Copying files one box pop us saying " we have detected an unsupported ACT7 Instance of Microsoft SQL Server 2000. Please Unistall this instance before countinuing to installation."
as we have searched through registry and Local harddrive for SQL entry. and deleted whatever is found on registery. but didnt solve the problem.
please suggest what to do.

Somewhere on you machine there is now a reference to ACT7. You need to search the registry and the hard drive for this value an delete it.

I think all the factors are the solution as i have gone step by step everyday with each post solution.
so thanks to both of you for giving me proper solution to fix this issue.
