I am trying to synch my Outlook contacts to ACT!, but it's not even working.
I don't know what parameters i should post because it's not working at all. I tried it manually and I tried it scheduling it every few minutes, but niether work.
I added a new contact in outlook with the appropriate settings in ACT! to receive the data, but it's not working.

Can you let us know what's happening? Are none of the contacts coming over? What version of ACT! / Outlook?
Make sure that the sync set you use acually returns any contacts.

Also make sure you delete any distribution lists in Outlook.

I have no distribution list and all I am doing is creating an Outlook contact that should migrate over to ACT!, but it's not.
Plus I am getting the balloon in the system tray that says my contact sysncronization failed.
I am using Outlook 2003 and ACT! 2011.
