Currently using ACT! for Financial Professionals 11
Here is what is going on now -
Database is unlocked
Email address are entered in the appropriate fields
Outlook service is running
Under Tools>>Synchronize>> I can't not select Synchronize Now, but I can check Accept Incoming Syncs
For some reason it is not recording this history and I have no idea why. Does anyone know how to solve this problem? I would greatly appreciate anyone's help with this. Thank you.

Your description doesn't say that you can't send emails from Act!, so I assume it is correctly opening an Outlook New Message screen and sending.
The most common reason for emails not recording to History is that the Act! Address Book has not been entered into the Outlook Address Book list. Here is an article with a section that explains the steps for adding the address book: KB Article 23022
