FYI to the community.
I have been dealing with this issue for the last 3 days.... have read every thread on here (I believe)... and want to give the following POSSIBLE solution (worked for me) to anyone browsing for an answer:
If you are running AVG antivirus... open it up... advanced settings... execeptions... and add Act.Outook.Service, exe to the list.
Bingo. Hopefully for you as well.
