Outlook 365/2016 Act! Pro Version 22.214.171.124, Update 7 Win 10 Pro
Add in is present in Outlook and I can add emails manually but not calendar items
@ tools>sync now
4 dot sync screen pops up and quickly closes - and does not sync
Have opened both normal & as Admin - no difference

If comfortable with Windows settings/administration, try an Office Quick Repair:

Did not work.
Next i guess is uninstall
darn I am an independent Financial advisor, I've had to spend way too much time learning about act and trouble shooting

You might try running both ACT and Outlook as administrator to see if it then works correctly.
To run a program as administrator right click on the icon and select run as administrator.

Hard to say what your problem might be, but my inclination would be to do the following:
Check your Outlook account configuration. Do you have more than one account set up in Outlook?
Modify your Act preferences to delete and then add back your Outlook Sync Preferences to try to isolate what works and what doesn't
