Just purchased a new Windows 10 laptop with Office 2019
After installation installed Act Pro v18 with Update 7.
After restore the backed up database from previous computer,
Outlook is not listed as client mail (only Act internet)
I have shut down and restarted both ACT and the Computer; Outlook
still is not an option to select as the email client.

Since this is a new computer, make sure all the Windows updates have been installed.
When installing ACT there is a proper order to follow:
While your are not prompted to do so, I always reboot the computer between 1 and 2. Probably a holdover from earlier computer days, but sometimes it does seem to fix unexplained problems.
If this was not the order, then using Programs & Features, uninstall both Microsoft 365 and ACT. Reboot twice - this is another one of those hold overs that I can't explain.
Follow the order above and let us know how it goes.
