I'm no expert, but in the past I've been able to fix issues like this by closing Outlook (and making sure the Outlook.exe process isn't running in Task Manager), going into Act > Tools > Preferences > Email, clearing the option to use Outlook by going into email system setup and unchecking the option to use Outlook. Restart, then open Act! and go back and set the Outlook option back up, including the address book.
