Outlook 2016 messages not being recorded as ACT! v19 History

After upgrading to Act! Premium (Web) Version 19.2.146.0, my Outlook emails are no longer being recorded in ACT!  I've checked all the settings from viewing past posts on this subject.  Nothing seems amiss.  Not sure how to fix.

You can record emails to history in Act by selecting the emails in Outlook, then clicking Quick Attach from the Add-ins tab.

Hi spsearch,

Are you using the desktop or web interface?

If it's the latter, have you tried uninstalling the integration from Windows Control Panel, and then re-downloading it from your web database and re-installing it?

I'm using the desktop.  I did a restart four days ago and it's now working.  However ---   I lost about 2 weeks of email messages.  Other than manually, can those be sync'd?  There are too many to do by manually attaching them.
