Outlook freezing due to Act! being installed isn't normal behavior, as such I don't believe the Hotfix 2 will correct your issue. For details about the SP1 HF2 update, visit this article: KB Article 25996
To troubleshoot the hanging up issue:
- Have you tried using the Act! Demo as the address book added to Outlook?
- Add Act!/SQL exceptions to your firewall - for a list of exceptions visit this website: KB Article 25125
