I have used ACT! in the past, but have started work with a new company that uses an "offline" version of act, meaning that when I'm in my home office, I have to connect to the Internet and go to our server to make changes to the account. The problem is that it is taken 2 to 3 minutes to open up each profile and save. Is there no way to download our database to my computer and have me upload it back when I'm done?

Are you using Act within the browser? If so you'd need to talk to the web admin at the company and let them know about the latency since that's likely where the issue lies.
There are ways for you to use the product locally and synchronize your changes, however this isn't in real time and implementing this would be up to whomever is administering the ACT! database.
