I think we missed an important step in transferring Act! to the new computer.
After you install Act! on the new computer and restore the original database, and before registering and activating this new installation, you must open Act! and disable the old computer license.
To do this, open Act! on the old computer and use the Help - Register Act! In the window that will open, click Deactivate your license.
Can you confirm that?
