I'm a new user who needed to clean up my ACT database. Upon completion of the Act update, I began looking for a way to propagate the changes to my Outlook address book.
I'm still looking for the way to do this.

If you are using the latest version of Act then you can actually link the act database to outlook therefore making the address book 100% identicle to the act database.
I dont know about past version as i only started using the outlook features in the latest version.
If you are looking to update contact section of Outlook then this will require you to export a CSV file from Act then import the file into Outlook, as i am not aware of any way to do this automatically like the Calander.... which is a strange limitation in Act
I not that when you (in Outlook) start the Import process select other file type then gives you the option to import
