Here's today's ACT! saga...
I tried backing up the database and ACT! froze, so I rebooted.
When I tried to log in, ACT! froze at "Login Completed."
I rebooted again.
Then I got "Cannot insert duplicate key row in object 'sys.syscommittab' with unique index 'si_xdes_id'... error 2601" and fixed it with SQL2008R2_Express_BackupFix.bat.
Now I'm back to ACT! freezing at "Login Completed" again.
TIA

Here's an update:
1. I have the same problem for the demo database.
2. I tried renaming the "Home" directory as per Answer ID 22628.
3. I tried creating a hole in the firewall as per "VERY slow open speed after 2012 service pack updat..."
I guess the next step is to reinstall... again.

Thanks but the issue is not resolved. I reinstalled this buggy software twice this week.
The issue really is that ACT! needs to address the many quirks that should not be there. I know the product is inexpensive, but I have had to become pretty knowledgeable about its operation just to do simple tasks--event to keep it running.
Every few weeks, I wonder if the next bug is the one that will prevent me from using ACT! permanently.

Did you try running ACTDIAG ( db rebuild options )?

Thank you for your response.
The rebuild didn't work. Since the trouble exists for the demo database as well as my primary database, it seems to be a problem with ACT! and not any particular database.
I reinstalled ACT! three times this week, so far.
The rebuild also didn't help memory issues with the document tab, and the fact that hotfix 5 broke the importer.
Likewise, the general clunkiness (e.g. inability to edit attachments, instability, crashes, complete lack of security for documents, and most terrifyingly periodic database corruption) remain.
I hope Swiftpage will address these very real and disturbing problems before they consider adding bells and whistles.

Testify
Ok This is sure to work?
Close ACT!
Go back into ACTDIAG
Start
Run
ACTDIAG
Database
Database List
on left of desired database button ( rite click and select option to DETACH Database.
Close actdiag
go to your mydocuments / act / act data / database folder
Open the .ADF file type for that database rather than the .pad file type.

ps; What about your other ACT! add-ons?
Since your resinstalled ACT!, did you Reinstall your ACT addons?
I'm just guessing, but maybe one or more add-ons was/is prob?
Maybe one of the add-on dll's got miscombulated? Just guessing.

Thank you. I will try that next time it breaks.

Thanks but that didn't work. ACT! hangs right after the splash screen and is unresponsive (screenshot attached).
It could be the add-ons, but wouldn't they get fixed when I re-install them?
