We wish to move an ACT! 2007 database betwen 3 users at different geographic site locations. Each user has a registered ACT! 2007 license and software install, and each user is using a user name with no password.
We have tried putting all 3 user names into the original database (using Tools>Manage Users) and then exporting the database. The next user can restore the database OK, but when they come to open it, using either their own user name or the user name of the person that created it, an error message comes up:
"There are not enough licenses in this database to allow you to log in."
How do we make this work please?

We don't have LAN, WAN or VPN otherwise I would set-up synchronisation. We won't be working on the database at the same time. We simply want to move it from one user to another now and then.

When you say "now and then"... if you want updates at multiple sites, you MUST use sync. Otherwise, you'll overwrite and changes with the new copy.
You can set up a VPN to do this pretty easily as per this ACT! Knowledge Base article - How To Setup Hamachi® VPN For Remote Synchronization With ACT! by Sage and ACT! by Sage Premium 2005...

We don't have ACT Premium and overwriting is not an issue. We simply want to be able to send database copies or backups from the one user making changes (working from home) to 2 other users for review.
The user making changes can backup their file and send the backup files, but the other 2 users with their own registered licences cannot open those restored backup files.

So, you won't need to recombine the databases later?
Then, to send a copy: File | Backup
And the user needs to File | Restore | Restore_As - the Restore_As should wipe all the licenses and use just the one on the mahine it's being restored on
Of course, they'll need to be Admins in the database.

Thanks for your help Mike. Yep that's right, no requirement to recombine later. I expected Restore-As to work the way you describe, but when we use Restore-As it says "There are not enough licenses in this database to allow you to log in. Please contact your Administrator."

Because you have all the users Active in the database. See this ACT! Knowledge Base article - http://tinyurl.com/79oyhm
Maybe deactivate all except their user and then backup (you'll need to do this seperately for each remote).
Also, re the re-wording - under the Options menu (top right of each post) you can edit a post of yours.
And - re your comment on not having Premium - it's not required for Application sync as per the link I gave earlier.

So if I understand you correctly adding the other users has caused the problem! We should remove the additional user names and leave the database with just one user.
Should we turn sharing (in Tools menu) On or Off? Ah, I see that the sharing option disappears when we delete the extra users. When we backup it also asks about sharing, should we allow sharing there or not? Perhaps this question will also no longer appear?
Sync over VPN might be good, but the home user is not at all technical. Backup and Restore-As will be sufficient once we can get it to work.
