My computer hosting the publisher DB has crashed and won't start again. How can I install into new computer if I can't access the publisher version of DB on old computer? I do have a current sync'd copy of db running on my remote (laptop) can I use this to re-establish my publisher db with sync capabilities?

You need to restore the Publisher from the Subsciber as per this ACT! Knowledge Base article -
Then you should run the ACT! Scheduler on BOTH systems to create backs that you copy off the machine :-)
