Try this - Go the database folder of your database called (Database Name) Database Files.
Right click on folder and select Properties and then Security.
Now select Edit and then Add. Type Everyone and then OK. Now tick Full Control under allow.
Finish by clicking OK and close down section.
Restart computer and see if the errors have gone.

At this point you'll need to create new remote database(s) for the new computer.
The new RDB solved the issues. Synchronization works with the Publisher DB
I have a new problem The Contact Detail View and Contract List View Toolbars both have a total number of contacts for any search: i.e. 1 of 237, 1 of 2387. On my old PC running Win 7 Pro I could see the entire '1 of 237' The new PC runs Win 10 Pro and now I only see '1 of 2' and not '1 of 237' for example. I've searched the Knowledgebase and can not find out how to expand that portion of the Toolbar so I can see the '1 of 237' Any ideas of how to resolve this would be appreciated.

That's one I've never heard of before. If it was me I'd restart the computer and hope. Also try running ACT! at full screen.
What is 'full screen'?
