This is functioning as designed. The spreadsheet (Excel) portion of the quote is an embedded object that you cannot type into. The upper half of the template (Word) is editable, however.
Note: Effective 6/1/13, Sage no longers provides support for the Act! software. This is now provided by Swiftpage.

Thanks, I figured it out.
BTW If anyone needs a quote template they can use without going through the opportunity manager you can try this.
First Create a new quote template using the quote.adt included with ACT. Make sure you back up the original first!
Next open quote XLT file and copy the table.
Open your new quote template click on the excel embedded object and delete it.
Then paste what you copied from the .xlt file and you will have a quote form you can open from the Write menu and type directly into it.
