There seems to be a lot of discussion about Microsoft NET Framework lately. I am currently running ACT! 2007 on Windows XP with Microsoft NET Framework 2.0 and all seems to be working fine. Whenever I activate Microsoft Update it suggests I upgrade to Microsoft NET Framework 3.0. Is this upgrade recommended?

It is not an upgrade and would have no value for you unless you have a program built in it. It would take up resources and RAM that is better used.
You should only install .Net Framework versions that you have applications that need them
