Mail Merge e-mail failure with ACT 2007 Version 9 and Outlook 2002

I can send e-mails from ACT through Outlook with no problem.  When I try to do a mail merge (write - mail merge - e-mail - select template - select contacts - enter subject - set options - finish), regardless of the number, it appears as if the message is sent except there is no record of the e-mail in Outlook. no record in the ACT history and the e-mail isn't being received?

Nothing in Sent Items or Outbox?
Have you tried a single contact?
Have you tried one of the default templates that comes with ACT! to be sure it's not a template issue?
What exact build of ACT! from Help | About?
