I would like to run a report or do a LU or Find that will list the records that have been added or changed after a certain date.
I have looked in help index but do not see any where in search that gives me this result.
Can this be done in ACT 2010?
I would like to use this to mail or call new suspects added to a DB.

For added records, you can do a lookup on the Create Date field.
For changed records, you can use the "Contact Activity" option under the Lookup menu.
Note: Effective 6/1/13, Sage no longers provides support for the Act! software. This is now provided by Swiftpage.
