Invisible Layout File?

I sent an empty copy of my ACT 2010 database to an associate in another state.  I also sent him my layout file and told him where to save it.  When he navigates to the Layout folder in Windows, he can see the file.  But when he is in ACT and he clicks on the layout drop-down, my layout is not there.

He is running ACT 2010 Standard on Win XP.

Because the layouts are part of the database, the most likely answer is that the layout isn't in the lyout folder of the database you are opening.

I had him double check the folder and he confirmed that the layout file is there.

It must be in the layout folder in the database supplemental files for the specific database. It may be in the layout folder but I think it's in the layout folder for a different dataqbase
