Installing Network Synchronization for ACT! 2011

Right now I am trying to install network synchronization without rebooting the server. ACT! 2011 is already installed.

Every time I try to run the normal setup, including from within the ACT Network Sync directly, I get a message of reboot required. The machine has already been rebooted. I have done the following registry checks:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\

  1. In the right navigation pane, right-click the PendingFileRenameOperations key and select Delete.

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\RunOnce
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\RunOnceEx
If there are any values in these keys, reboot is required

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\\Updates\UpdateExeVolatile
If the Flags value is 1, 2, or 3, reboot is required

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager
If the PendingRenameOperations value has 2 or more filenames listed,  reboot is required

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\WindowsUpdate\Auto
Update\RebootRequired

Even after fixing all these keys, I am still being prompted for a reboot. What keys is the network synchronization service checking for before prompting for reboot? Is there any way to skip reboot checks, or change the registry keys it is checking for?
