I've seen this error trying to install several different versions of the ACT! program in a virtual machine with Win 7 installed. When I check Win 7 SP1 shows as installed. No problem installing ACT! on the base machine running Win 7, only on the VMware virtual machine. My assumption was there was some hidden Microsoft licensing issue.

If you browse to the folder where the installer is saved, i.e. C:\act!_premium_v17_sp1x169, please try right clicking Setup.exe and running in compatibility mode, and as administrator as indicated in the screenshot below:
Please let us know if this solves the issue.

Apologies, can you try again without the compatibility mode, but leaving the Run as admin setting enabled?
If this does not work, I would then try installing using a different Windows user to see if this resolves the issue.
Do you have a older version of Act installed?
Where did you download the Act v17 installer from?
