You cannot make them inactive, but if you created an Admin user or already have one, log in as that user and mark them Private.
No one else will be able to view them other than the ACT! Admin.
If they need to be "reactivated," log in as the ACT! Admin, then make them public again.
TIP: If you look up all the records you wish to make public, you can mark them as Private en mass in the Contact List view. Select all of them in Contact List view then right click and select the option.
