I just upgraded from 2007 to 2009. Running Windows XP on a relatively recent machine.
Whenever I try to open a 2007 database in 2009, and it begins the updating process to the old 2007 database, I get the a nasty blue screen with an IRQL error. The computer then restarts.
Why is this happening? Any way to get around this?

Are you getting the blue screen that refers to a physical memory dump at the bottom? If so, this usually indicates a serious issue with your operating system or an application. I would advise uninstalling and reinstalling ACT! on your machine. You may also want to try the database update on a different computer.
Note: Effective 6/1/13, Sage no longers provides support for the Act! software. This is now provided by Swiftpage.
