This is usually caused by damanged preferences. Follow the knowledge article below for instructions on how to rebuild preferences.

DLunceford is correct, this is most likely damage to the preference files.
If it continues to happen - Its your virus protection or spyware damaging them.
The preferences files in question are:
UKPreferences206.xml and PreferencesBak.xml
If your not in the UK the first file may differ eg. USPreferences206.xml. Do a windows search for them (they are hidden files)
and exclude them from your security software. You may need to consult the manufacturers of such software if you do not know how to.
