I really need to meet HIPAA encryption requirements in the event my hard drive were ever stolen.
What is the best way to successfully encrypt ACT 2012 on Windows 7 ?
Is the BitLocker option on Windows 7 workable?
Is TrueCrypt workable.
All I need is to be certain that client/customer data is encrypted but I also do not want to give up using ACT!

A lot of people are not aware, but PKWARE also provides encryption from disk to folder to file.
Information can be found at: http://www.pkware.com/software/securezip/windows
Fuill disclosure: I do not work for PKWARE, but I can sell it.

Following up to your post about encryption, I too need to encrypt my hard drive. I work in securities and my broker/dealer is requiring it. ACT tech says they do not support ACT in that environment. I rely on their support. They say the database may not open or another computer accessing my ACT database may not be able to open my ACT database. Have you encountered any problem or found a workable solution?

Another encryption solution I've sold (not as an ACT solution but as a general encryption solution) is PGP now owned by Symantec.
