I posted this ten days ago and there were lots of views but no replies.

 

How do you convert Act! database from Act! Premium 2011 Version 13.1.111.0 HF 4 to Pro v 16?

Install ACT! 16, use ACTdiag to downgrade the database to pro and then open it with ACT! 16.
