Does anyone know how many contacts ACT 9.0 is designed for?

There is no specific limit. With ACT! 9.0 and later, the retail or Premium Ex versions have a limit of 4GB on the ADF file. Premium St has no limit.

Depending on the number of users and amount of data, you may need pretty good hardware to achieve workable performance

While SQL has no limit, ACT the application has a table size limit, as we have recently learned the hard way in working with an ACT developer to resolve a 10.0.3.182 issue.  We only have 18k contacts but the answer to your question is much more complex, it has many "depends" to it.
