My version is Act! Pro Version 16.0.291.0, Hot Fix 1
I am on a local machine
I am using XP
I recently bought this new version a few months ago and just recently when I go to a contact I only see contact info. I do not see any history and all the notes. I used to be able to expand the window and see it but not now. Thanks in advance for your help.

Try this
expand the window the square box button in upper rite hand corner between the minus sign and the red box with a x in it.
Also if u c a scroll bar on right side of things, scroll it down and look for the place wher you normally would grab the tabs to pull them up. try double clicking that spot when your mouse curser changes. You should see a line where you can position your cursor over?
I'm guessing you are using a small display screen such as 15" monitor or smaller? Cheers - FSB

Also recommend manually checking for windows updates, then go to your control panel and open programs and features and check to insure that microsoft dot net framework 4.5.1 is installed.
