I am trying to use the ACT Update feature and I keep getting an error message indicating that I have to be the Windows Adminstrator to download the updates. I am the administrator .... any ideas how to fix this?

This is really a Windows question and not an ACT! question, Starting with Windows Vista even what is called a Windows administrator doesn't automatically have administrator privileges in all cases. In your case what you need to do is right click on the ACT! icon and choose Run as Administrator to be able to do the update. You can also reduce the User Access Control level which will give you more administrator privileges all the time, however that also disables some of the Windows security features,
