I have Sage ACT! Pro 2013 Version 126.96.36.199. When I send an email to a contact by clicking on their email address, the event is no longer recorded in the History tab. Same with sending a letter. How can I restore that feature?

The first thing I would check is to make sure that the preferences are still set to record history for emails, if they aren't, set them back up. You can find instructions here:

For the letter, there's somewhat of a known issue where if you print from the print menu instead of using Quick Print, the dialog box does not appear for you to record history with it. I would give this a try:
