The 17.1 Release Overview states that one of the changes is to "Improve Accessibility on High Resolution Monitors." Can anyone offer specifics of what is better? For a Surface Pro, for example, will the display be better off running 17.1 or 17.2 over 17.0? I have a few users that are using 17.0 on Surface Pro 3s with Durkin DPI fixer.

Just to feed back on your question around the specific improvements made in Act! v17 Service Pack 1, this update focussed on two pieces of broken functionality due to display settings: -
While these defects were mainly reported against Microsoft Surface devices, the changes also resolved these issues on other tablets or PCs with specific display settings.
