Help- setting up new groups- where is criteria setup window??

I have new fields and want to  add to new groups.  I see description explains the type of data in English- but where is the place i can add group and criteria?

Hello Joel,
To define Group membership criteria:
- Click Groups to go to the Group Detail view
- Select the Group
- Under the Contacts tab for the Group, click Add/Remove Contacts
- Here you can manually add Static members or define a membership criteria by clicking Edit Criteria
