Yes, this is the normal behaviour. But (here) not on the act-computers.

If i go an any other pc and open the windows-explorer and type \\PCname\C$ then it opens the reomte folder in my explorer.

Wish I could help you more. I'm not sure why your Domain Users are getting elevated permissions on the Act! workstations. It certainly isn't default behaviour.
