I want to create a custom report that sorts my list of agencies by country and shows information on agency, contact, title, and status. How would I go about doing something like this?

You would need to create a custom template using the report editor. An alternative would be to hire somone to create the template for you.
There is a third party book with comprehensive training information on the ACT! reports, here is the link.
Full disclusure I wrote the reports chapters of the book. The report chapters work for all version of the ACT! program since ACT! 2007.
