I'm working with ACT! 2009 (11.0) Version 18.104.22.168, Hotfix 4.
I'm importing contacts from a backup of the exact same database and all the data is coming in fine, except activities.
Does anyone hace any insight on this matter? I've read around and it looks like some have said HotFix4 was supposed to solve this but to no avail.
Any help or direction would be appreciated.

Two thing, do you have the same user accounts in both databases and did you chek of to import other users activities?

Thanks for the reply, Roy.
Importing other users activities is checked. and the same user accounts are present.
The initial contacts were deleted when we removed an old user and didn't re-assign the data. Big mistake on our part.
I've restored a backup to a different location, reassinged the user data and tried importing with no luck either.
