When seting up a followup activity when entering a client/opportunity, does it matter if it is a to-do or a call. I'm concerned about in the event I was unable to make the call and would the activity then carry over to the next day.

The activity type shouldn't matter when doing a followup activity. You can setup roll over activities. If you have set this option and you do not clear a scheduled activity, it automatically rolls to the next day.
