Fail to Register product actv21pro - error loading the settings file ....c/programs files x86/ act /actforwindows/ Qlm1.xml
I uninstalled actv17pro and sql server 2008 stuff..
After installing new actv21pro product, including update4
only option is to register product
that attempt produced error loading settings re Qlm1.xml
my outlook 2013 desktop has slowed down also.
windows 7 professional.
Note - Also it has not been 30 days since I purchased and downloaded actv21pro..( 2 weeks).

Problem now resolved - The support person I spoke with earlier, called me back and he remoted in on my pc and downloaded the correct files needed for the qlmlicensewizard to work. The exe and the dll file(which was previously missing from the installer). At some point I need to make sure I have a good product install file. Support came thru.
Error: Error loading the settings file C:\Program Files (x86)\ACT\Act for Windows\\Qlm1.xml. Ensure your settings file was converted to the new format. Error: There is an error in XML document (3, 2316).

Act Pro V21 download QlmLicenseWizard files link:
I think this link will download just the ACT!v21pro QlmLicenseWizard needed.
Note: I am not 100% certain this is the correct link to get just the two qlm files needed?
Would the Forum Admin please confirm correct link for the two qlm files?

This is an issue with Windows and WMI.
To resolve this issue you will need to use the NEW QLMLICENSEWIZARD files.
Step 1. Ensure that Act is closed.
Step 2. Unpack the files in the zip folder
Step 3. Replace the QLMLicenseLib.dll and QLMLicensewizard.exe in the install directory with that of the zip folder.
Step 4. Go to this location C:\Windows\Microsoft.NET\assembly\GAC_MSIL\QlmLicenseLib\v4.0_11.1.18326.3__9c65e32c060523a1
Step 5. Check the version of the QlmLicenseLib file if it’s 11.1.18326.3 replace it with the contents of the folder.
Step 6. Open Act! And register Act!

Close Act!
Try renaming the extension to .old
See if it then registers.
If not, maybe another install and see if it creates a new QLM1.XML.

Carl, Can you report this to Swiftpage Support / Engineering?
Note:
there is also a qlm2 and 3 but also the application QlmLicenseWizard
I ran the application QlmLicenseWizard and received error below - no settings file was specified

Dec 5th 2018 - I just spoke with support person and he says Swiftpage is aware of this issue and many other users are experiencing same issue of not being able to activate / register product actv21pro... Says to watch for new hotfix update to resolve issue and check my email for alert.
That seems not quite right to me? If that were the case, seems there would be many more users on this forum seeking help.

This KB Article re Help with Registering ACT! is outdated and "Chat with Rep" button / service not currently working. Past two days I have been receiving this - chat agents not available message. see two images below.
