You want to disable User Account Control (UAC). Instructions are in KB Article 25665.
Note: Effective 6/1/13, Sage no longers provides support for the Act! software. This is now provided by Swiftpage.

The only reason I mite use NetTalk someday is that you can also run it from your router allowing you to use phone with pc turned off. I used to spend $1k-$3k every month on phone bills @ 3 cents per minute, now I have no phone bills. Is there any solution to the Eport to Excel button being grayed out; in this configuration....

If not, are there any current options?

ACT! 2010 isn't and won't be compatible with Office 2010. The option is to upgrade to a later version of the ACT! program.
