When going to Tools, Sync with Outlook, Preferences, we're getting the following error:
"The system cannot find the file specified"
It then pops up with the preferences window but won't take any information we give it. Same thing for integrating with Google.
If we click the Change button under Act! Database and enter the database information, it prompts us with the error again.
If we click the Change button under Synchronize With, then choose Outlook, nothing happens and Outlook isn't actually chosen.
Windows 10 (64bit)
Office 2016 (32bit) (with Office 365)
Act! Pro 20.1.120 Update 7
UAC is off
Wiped out all preferences under %appdata%\Act
We've uninstalled and reinstalled Act
Ran Act as admin and not as admin
Any direction would be much appreciated!

Looking at the logviewer.exe I see the following log each time the error pops up:
Error Exception: No Value with requested Preference Key.OUTLOOKCOPY/COPYCALENDARAct.Shared.Config.MissingValueException: No Value with requested Preference Key.OUTLOOKCOPY/COPYCALENDAR
at Act.Framework.Preferences.UserPreferences.GetValue(String name, Boolean DB)
at Act.Framework.Preferences.UserPreferences.GetIntValue(String name)
at Act.UI.UIDatabaseManager.ValueExists(String key, UserPreferences uprefs, Type valueType)
This leads me to think it could be an issue with the Outlook installation. I'm running an online repair of the installation now and will report back with the results.

Office repair didn't help.
Tested the demo database as well, no luck.
Any direction would be much appreciated.

I'm about to take the long way to resolve and was hoping their was a faster path that you found to resolve.

Not sure about the cause of your error message, but don't you have to be on Update 8 for the new licensing bits.

Go to Windows Control Panel. Go to "Programs and features". Check whether there is an entry called "Integration services patch for Act!". If it is missing, something went very wrong during your ACT! installation as this "program" (which is actually handling the Outlook synch) was not automatically installed towards the end of the ACT! installation process. Or somebody has removed it, not knowing what it is good for...
