Using ACT! Pro 2012 I created a new remote database on a new user’s workstation from our server publisher database. When I attempt to sync the remote to the server database I get the following error “ACT is unable to connect to the sync server…” so I made sure the checkbox on the publisher database is checked to “Accept Incoming Syncs” and I still get the error.
I do have another user who is able to successfully sync his remote to the same server database. So I assume there is a problem on the new users workstation. Maybe I need to have something else configured on his workstation to allow this?

Try switching the firewall off on the remote users machine and then trying, also check the the "Manage Connection Information" settings on th remote database and make sure that you can ping the publisher machine with he same server information via a command prompt. You could also try and telnet to the server to see if it connects via the same port number
