I have someone who is using Act Pro v16. They are trying to sync their notebook to the server. The server is running MS Windows Server 2012. When you login to Act on the server and click Tools, Synchronize Database, Accept Incoming Syncs. Then Act Pro v16 prompts you to enter the port number 65100, and you click OK but up pops the Error message. Failed to setup local sync entity. Datastore is inaccessible.
I have looked in the knowledgebase but I can only find help for Act Premium not Act Pro.
Any help would be much appreciated.

This looks to be pointing towards a permissions issue.

I would try step 1, and then step 3, as step 2 does not apply to Act! Pro
In step one I would also suggest you add "everyone" instead of "SYSTEM" and give everyone Full control
