Error - Forbidden - When Importing Contacts

Hello, I'm on an ACT! trial and I'm trying to upload contacts via the .CSV template provided.  I get an error stating  ROW ERROR "Forbidden."  Can someone advise what this means?  Thank you.

This can be caused by a number of things and is normally to do with the headers but check for the following.

Empty rows - remove

Non consistent rows (EG cells combined in some rows but not in others.)

Cells with formulas in instead of raw data. 

Header names duplicated

Header with non alpha numeric characters such as " or / .

Also if importing a csv file try saving as a text file and then use the text import option in ACT
