0x800706BA Is usually attributed to a basic RPC Server Unavailable, and most commonly means ports are blocked between Act! and Outlook. It can also mean a connection was made to the RPC server, but that specific command is unavailable.
Temporarily turn off all security, including UAC, and make sure Act! and Outlook are running within the same security context, and test again. If it works, then you probably have a security policy or program that is blocking access.
