Try the steps below.
* Make sure the ACT! address book is added in Outlook
* End process on Act.outlook.service.exe
* Browse to the following folder and delete the contents inside.
C:\Documents and Settings\<User_Name>\Application Data\ACT\ACT for Windows 10\HistoryQueue
* Open Act.outlook.service.exe
* Try to record history/attach to contact
