Email attachments Grows and Grows (# of files) - any way to organize?

My Customer only wants to keep attachmetns forever.

Currently there are 120,000+ attachments in there (They've been using ACT! for a long time).

I've read up on an OLD utility for Act! 2006 "Attachment Freedom" - and Yes I realize it won't work with current act, however.

Why is this not an issue for anyone else?  Why have no vendors created newer versions of such utilities?

Has anyone developed a newer way of re-organizing the attachments?

I realize I could NOW change each user's attachment folder settings in some way, and each NEW saved attachment would be in a different folder (eg: \2015\ ) but that would not change slowness in accessing previous attachments (and the client DOES want to access them somewhat frequently).

It is an issue

A similar thing to me is i have a company with many Business Development Managers they come and go with alarming speed across 25 different companies, 20% my database is orphaned contacts that no longer work it would be a good feature to be able to orphan these guys to a different database as i need to keep them for at least 7 years
