Email Attachment Issue with 2011

Has anyone had any issues with email attachment on 2011 Professional SP1 HF3?

 

Here is the configuration:

Server is SB2008 fully patched.

As all usage is inhouse I elected NOT to install SQL on the clients to keep system performance high.

There are eight clients with a mixed bag of XP, Vista and Win7. They also have a mixed bag of Outlook clients.

Two already had SQL 8 running.

Two have no issues with mail attachment - six have no attachment capabilities at all.

The two that have no issue are also the ones running SQL - coincidence?

Outlook can access the ACT address book and all the required icons appear on all clients.

Manually attaching a mail item to an ACT client shows all the right windows but nothing actually gets attached.

There are files (msg and corresponding xml) in the HistoryQueue matching the attempts.

Act.Outlook.Service.exe does not even get to see the attempt so there is no log to view.

 

I am running out of ideas with this one. Is it possible that the SQL (or lack of) is actually an issue?

 

Your thoughts and suggestions are appreciated.

The xml.error files in the HistoryQueue/errors directory all say the same thing:
