E-mail messages never clearing from HistoryQUeue

ACT! Premium 2011 on Terminal Server

 

One user out of 5, non-attached e-mails pile up into the thousands, months on end, act.outook.service.exe eventually runs out of memory.  This has been going on for 7+ months and I have to remote in and clear out the HistoryQueue, Error and Holding folders.

 

Here's the line from ACTHistoryErrorHandlers.xml:

  <error type="Act.Outlook.Service.Shared.NoContactsFoundException" removeafterattempts="1" removeafterdays="1" />

To me that says remove it after 1 attempt

 

Here's a typical .xml.error file in the Holding folder:

I think I used to include/add in the "Last Error"  in the xml file as well...
