This should resolve this issue. KB article 14857
RUN / ACTDIAG
|You attempt to open your database and receive the following error message: "A General lock has been placed on this database" or "The database you are trying to access has been locked by an administrator."
To resolve this issue; you must unlock the database using the ACT! Diagnostics utility.
